Robert Carroll is the associate director for administration at Shorenstein APARC. He has extensive senior-level experience in university, nonprofit, and foundation management with a focus on institution-building and enhancing organizational effectiveness. He also has broad experience designing and implementing business management training in the university and the private sector.

As a graduate student at Georgetown, Carroll studied international relations with a focus on economic foreign policy and the politics of aid, trade, and investment. He has lived and worked abroad a number of times, mostly in Asia, but also in East Africa. Carroll first lived and worked in Asia in 1979-80, in Singapore and Indonesia, while working for the International Organization for Migration. In the 1990s, he returned to Asia as the assistant representative to Indonesia for the Asia Foundation, managing the Foundation's Department of State and USAID-funded democracy and governance programs. Carroll has also served as the country director for a USAID-funded emergency relief operation in Somalia. He has traveled extensively for work in Western Europe, Southeast Asia, India, Saudi Arabia, Kenya, and South Africa.

Prior to coming to Stanford, Carroll worked at Oracle, where he focused on higher education and grants management software applications. He has worked at the University of California, Berkeley, directing the Project Management Program for UC Extension, and has managed Berkeley Worldwide, which designs and delivers executive business management training for private sector companies and governments around the world.
